To reproduce, you need a usb-stick, this iso-file: http://cdimage.ubuntu.com/kubuntu/releases/vivid/release/kubuntu-15.04 -desktop-amd64.iso and a german keyboard. Create the USB-drive, boot from it, select "Deutsch" as a language, then "Kubuntu ausprobieren" (try Kubuntu). when the Desktop displays, change the runlevel, login:kubuntu, password:<enter> and now you can try typing ö ä ü... You will recognize that only some strange letters will appear like the ones we know from "utf8<->isoSomething"-issues... I checked the SHA256 sum of my ISO, it's fine. I created the USB-Stick one time with mkusb, and one time with the SUSE image writer... The bug occured on both tries... I tried on 2 different computers, the results were the same. What I didn't check: other ubuntu derivates; using dvd instead of usb- drive. I hope this is not a duplicate, I only found this one in my research: https://bugs.launchpad.net/ubuntu/+source/ubiquity/+bug/1182784 maybe they are related somehow, but I don't use a swiss keyboard.
