Thanks for your report, but I can't reproduce the behaviour you describe. Exactly which Latvian keyboard layout are you talking about?

When typed AltGray (Right-Alt) + E it should give out ē, but types €. Capital Ē is typed correctly by typing AltGr+Shift+E.
