Bug description:
  arale device, r177, ubuntu-touch/vivid-proposed

  Steps
  1. Emergency mode (e.g. Lock phone with a passcode, slide left, tap on 
"Emergency Call")
  2. try input 911, 112 ==> OK
  2. try input 110, 119 ==> "Dial" button is inactive after number is input

  Expect
  Allow these numbers in emergency mode
