Bug description:
Code in qtbase effectively says
if (plugin dir is explicitly set)
use explicitly set directory
else
look in QT_PLUGIN_PATH then default place
Debian packages explicitly set the plugin directory to be the default.
This doesn't have any benefit, but makes it a lot harder for developers as
this env variable no longer works.
Removing -plugindir from the ./configure lines in rules fixes this.
