This fits failures that we have seen in

Vodafone (Spain)
Giffgaff (UK)

where we send an m-notifyresp.ind PDU but the operator server does not
accept it.

m-notifyresp.ind confirms to the network that we have received the MMS,
so it makes sense for the network to retry sending the message if it has
not received that.

Bug description:
  On EE they have the auto redelivery system inplace if the system
  doesn't get a received notification.  Apparently we are sending this
  but not in the format that is acceptable by this auto delivery system.
