Title:
web browser requires the user to type "http://"; in order to access
  computers on the same network

Status in webbrowser-app package in Ubuntu:
  Confirmed
Status in webbrowser-app package in Ubuntu RTM:
  Confirmed

Bug description:
When entering a URL in the URL field of the browser, it should not be
necessary for the user to type "http://"; before entering the name of a
  computer on the local network.

E.g., if a computer is named "toaster" on the local network, entering
"toaster" in the address bar should browse to this computer, instead
  of performing a google search.

Similarly, entering "localhost" should browse to the local machine.
