I don't think this is a duplicate.
Now jsoncpp seems to have a proper versioning.

bug 1464853

it had a symbols file, now it has been removed in flavour to shlibs,
since upstream strictly follows versioning rules and checks now.

Quoting the lintian-overrides file:
# This is a C++ project, we use .shlibs instead
# API/ABI compatiblity is watched tediously upstream.
