WaitingDots causing unity8 to continually render

Bug description:
On Nexus 10, unity8's CPU usage is constantly over 15% when the UI is
doing nothing.
Profiling, I found that WaitingDots animation is continually working,
and causing the renderer to keep re-rendering.
