  horizontal scrollbar overlays & obsures bottom line of window

Bug description:
  Limited affect & generally can be worked around by resizing window but it 
should do a better job somehow. When line is obsured it can not be highlighted 
or clicked on. 
  Seen easily in gedit & synaptic, 2 attached picture show in gedit
