Hmm, well, apparently even if I set cs and cs_CZ to the two first lines
and reboot, system UI ignores that albeit it persists set in the file
after reboot.

  selected language is not remembered after reboot

Bug description:
  Yesterday I reinstalled Ubuntu devel-proposed on my Nexus 7. In the initial 
wizard I chose Czech language as a default and after that the UI really 
displayed in Czech.
  After a reboot, the whole system displays english texts but if I go to 
settings I can see Czech language still selected. If I try to select it again, 
the settings app finally switches back to Czech but upon closing it it is all 
back to English. System UI persists to be in English and all apps including 
settings app as well.

  Originally I didn't notice that but I suspect this bug is affecting
  devel-proposed for a longer period of time - like one month or so - as
  I clearly remember I always selected my local language initially and
  that for some time now the UI is always in English.
