I agree authors SHOULDN'T use transparent backgrounds for icons.

But they currently CAN.  And what should we do in that case?

I'm proposing that we default to a white (or black) background for them,
rather then actually rendering it as transparent.  But I don't care what
the solution is, as long as it's consistent.  Currently, we are
inconsistently rendering the icon.

Bug description:
  I uploaded an app with an icon that had a transparent background.

  The Ubuntu Store scope renders it with a white background.
  The dash renders it transparent.
  The launcher renders it transparent.

  I think the Store is doing the right thing. But any solution is fine,
  as long as it is consistent.
