Bug description:
  I'm using Ubuntu 15.10 dev with systemd 222-2ubuntu1 and on
  configuring systemd I'm getting this:

  root@ubuntu:~# dpkg-reconfigure systemd
  /var/lib/dpkg/info/systemd.postinst: 120: 
/var/lib/dpkg/info/systemd.postinst: cannot open /run/systemd/was-enabled: No 
such file
