This is not a regression the same effect can be triggered in OTA5's
image.
I guess we should block ota7 on this as there is no
user/pin/password/wifi etc setup.

Reproduce steps:
1,Boot the phone with SD card inserted
2,Wait a while on wizard page
> notification ¨Storage device deteced¨ pops up for SD card
3.Tap on the notification
> external storage opens
4.Exit external storage
Actual=> it backs to today scope
Expect=>Can't skip wizard steps
