I'm using Ubuntu 15.10 dev with upstart 1.13.2-0ubuntu14 and if I'm
starting a job over and over (for example a job which has just the line
"exec true") sometimes I'm seeing a line like "test start/running,
process 35758" but sometimes I'm also seeing a line like "test
stop/waiting".
