No it adds bit from LSB "the bottom" so the 16 bits are shifted
"upwards"
so that the 16bit MSB will be the 24bit MSB
Unless you fiddle with volume controll or replaygain.

Yes 24bits is 144dB signal to noise no practical device has that.
