The Touch runs a real linux OS so anything that is possible in linux can be done. Its a piece of cake to change the network in linux so I presume it is so in the Touch. The Touch has a network configuration page where you can enter the IP address, subnet, gateway etc. I presume this changes a file and restarts networking on the fly. If you are using DHCP you should just be able to physically connect to the different network and restart the network which should renegotiate DHCP with the new router. I haven't actually tried this, so I'll give it a try and see what happens.
