Well, the Server software is based on the same initial code. But the Touch is a lot more limited than any desktop computer. Slower, less memory, no disk drive for swapping, etc. Writing code for "embedded systems" is highly specialized, it is not a good assumption that you can simply "port" code from a general desktop/server platform to an embedded system. Things that are trivial on big computers not only don't work, but can't be made to work. A more realistic view is that the design goals are to have the Touch be an appliance for the mass market. Things that computer users are used to are just too complex. Think about the design differences between an iPod and other MP3 players when the iPod was released. It just worked. Making things simple, fool proof and reliable is not trivial.
