With GPL 2 you have to provide source to "any third party" if you have chosen to give a written offer for source code rather than distributing source with your binaries. With version 3 you are only required to offer it to those who possess the binaries, as you say, but they could get those binaries from other people. So if you only distribute binaries to one person, who then gives it to other people, who in turn give it to a thousand others, your offer to provide source applies to all of them.
