The secret is to connect the Touch to something that does not provide DHCP services.
I recommend plugging it in (wired, NOT wireless) into a laptop ethernet jack. The laptop should not be connected to anything else, escpecially make sure it is not connected wirelessly to a router. Goto the settings>advanced>networking menu and try and connect via ethernet (wired connection). This will not find a DHCP server and default to asking you for a static IP. Enter the IP address. NOW you can disconnect it from the laptop and hook it up normally, wired or wireless to your network.
