This is an on going issue the developers are working on. The underlying issue is that the Touch does not have a working Real Time Clock (RTC) so when it boots without being connected to a server it has a random time. In order to prevent a clock from showing up with the wrong date and time the clock screensaver is not allowed to show up if the Touch has never connected to an external server (which sets the time).
They are working on exactly how this is put into practice so it won't show a clock but will show a non clock screensaver. So for a little bit their might be some strange behavior in nightly builds as this gets worked out.
