It should stick, it does on mine. I don't have a Duet or Controller, but my Radio screen does show "xxx kbps and higher" as a confirmation of my selection. It's easy to verify if your setting stuck. Set to "sort by highest bitrate", then go into any ShoutCast genre, go to the last stream listed (lowest bitrate within that genre results), check that last streams bitrate. If you set your filter to 192k then that last (lowest bitrate) stream listed should be 192k.
