There is no entry in the menus that will do such a thing, its certainly possible by hacking the lua code if you are into that sort of thing.
If you disable the touch screen, how do you propose to re-enable it? You would either have to log in with SSH and change something, or set it up so its not saved, you would then reboot to get back to the touch screen enabled.
