The receiver status light technically doesn't show you whether or not the server software is actually running, but shows whether or not you're connected to it. Seems like splitting hairs, but there could be more than one reason (besides the server s/w not running) as to why that light might be blue. The best way to know if your server software is actually running is to go to the machine that's running the server software and check the status there.
