1. install mp3tag
2. Open both disks worth of files in the active window
3. Select just disk 1 files, right click and choose extended tags,
second icon from top on left panel is edit field. Select Disk or
disknumber and edit field icon. Change value to 1, or 2, or whatever. 
(if disknumber field doesn't exist, one of the other icons is add
field....then just start typing the name disknumber and it will pop up
in window...then add value of 1, 2, etc.)
4. Do the same thing with other disks
5. Make sure all disks are in your window in the track order you want.
Then select (highlight) them all. Then select TOOLS > track numbering
wizard. This will renumber all your tracks from 1 to n. When done
you'll have tracks from 1 to n, and also have disk numbering info.  

This said, I think I usually have my multi CD sets labeled with disk
number, but the track numbering is 1 to n FOR EACH DISK. But even this
way, with the SbS setting to treat multi CDs as one, I still play them
in order, etc.
