Which firmware version is your Touch currently running? Go to Settings > Avanced > Diagnostics > General Info
The current version is 7.6.0 r9316. The reason that you're not getting any notifications to update is that your Touch probably already has the latest version. Note the date on that file on the update site: 21-Feb.
