Word. I have a fairly complex (too complex) WiFi setup in my home. Most
of the times it's rock solid. But some days, I spend hours trying to
figure out why it's suddenly not working. And when I get it to work
again, more often than not, I don't know what I did right (or if it had
anything to do with my actions at all).

It's just indicating the general state of things. If it's 100%, the
signal is probably excellent, if it's 0%, the signal is probably
terrible. 

If it's somewhere in between, you can use it as a relative benchmark.
If you have problems with reception, check the signal strength. Move
the unit. See if the signal strength has gone up or down. If it has
gone down, move it again. If it has gone up, try playing some music; Is
it stable enough? Repeat until satisified.
