You don't have to hack any code, it's just a setting in the server.prefs configuration file. This has been discussed before in the forums, so try a search. Enable SSH on the Touch, remote into it, edit the file, reboot. The Touch is so anemic and memory is so tight, though, that you could easily crash it by loading up a very large playlist. That's why they made the limit so low.
