The Touch itself does not have a web server, so pointing a browser from another computer at the Touch's IP address will not do anything.
If you want to control the Touch via a web page from another computer you need to point the browser at the computer the server is running on. The web page on the server will let you control the Touch. The outside world talks to the server and the server talks to the Touch.
