The clock not showing up is usually caused by the time on the Touch not being set. It does not have a battery backed up clock, so every time it powers up the time is random. It knows this so it won't display the clock when the time is not set (the feeling is it's better not to show the clock, then show the WRONG time).
The Touch gets its time when it connects to a server, either SBS running on a computer on your network or mysb.com over the internet. If it can't connect to an external server after a power up the time will not be set thus the clock will not show up. It sounds like your Touch originally had a problem getting the time, and eventually managed to connect to a server to get the time.
