It would be on the HD itself within it's own utilities. You would have to connect the HD to your computer to access such utilities, if present.
Example: On my computer HD's I never use "sleep" or "hibernate". I simply use the setting to stop the drive spinning after 10 minutes of no activity. I'm guessing (hoping) your HD utilities offer something similar. May have to ask that question in a forum for Seagate HD's. Also make sure that USB hub is not turning off.
