Touch can handle bitrates up to 24/96 the server transcodes 24/192 to 24/96 and 24/176.4 to 24/88.2 so the transcoding is taking place in the server . Touch itself does not have the cpu power .
Also dismiss the bogus bitrate reported by the player UI 24/192 > is transcoded to 24/96 .
