The onboard server cannot run plugins, but the Touch itself can run what are called applets, at this point there aren't very many applets. Plugins run in the server and generally relate to things having to do with the library, selecting organizing etc. Applets run on the Touch itself and usually relate to things relating to the user interface (displaying information, screen savers etc)
A few "applications" have both a plugin and an applet, the applet interacts with the user and communicates with the plugin running on the server.
