Yes you can and has been done many times over the last few years. 
There are a variety of ways to do it some only work on some OS. 

Using VLC is a good start but is very picky and requires lots of
patience and perservance to get going. Recently PasTim has made VLC
work on Linux/PulseAudio and Wiundows ands has documented it in
relevant threads.  Only seems to work with a HTTP/MP3 stream.  AAC/
Flac don't seem towork not sure why perhaps not implemented,  bug or
wrong command options.

Not sure about recent version of Windows but Windows XP there used to
be Windows Media Encoder which could produce HTTP/WMA streams.

On Linux, life is simpler if Pulseaudio is not installed just use Alsa.

Not sure about OSX but I believe Nicecast may work.
