No, but it is a simple mouse click to turn on and off DHCP on a router. But another method not involving DHCP on the router is to simply plug an ethernet cable into Touch with the other end of the cable not connected to anything, go to Settings > Advanced > Networking > Select Wired Connection, when it fails to be assigned an IP it will offer to be setup as a fixed IP. However, if DHCP is running on the router and Touch requests a fixed IP I'm not sure what might happen.
