Here's something that's not exactly what you're looking for, but a few
steps easier than your current arrangement. Use a program such as
streamripper (streamripper.sourceforge.net) to record the radio to MP3
on your pc. Then copy the the mp3 file(s) to the USB drive attached to
your Touch, and do a rescan to get LMS to recognize the new file(s).
Note also that you can copy the MP3 files to the USB drive via your home
network while it is still attached to the Touch, using the file sharing
feature of the Touch.

Doing exactly what you're looking for would most likely require
installing a program such as streamripper on the Touch itself, and then
controlling its behavior (what streams to record at which times, etc)
via remote login using a ssh terminal program. It may be possible to do
that, but it could get pretty involved. The first hurdle would be
finding a program like streamripper that is compiled to run on the Touch
hardware.
