One very important thing you haven't indicated is where you are running LMS.
The web interface you are trying to use for LMS only works if you are running LMS on a computer, a NAS (network attached storage) or similar _external_ device. If you are using the Touch's built-in server (also known as TinyLMS, TinySBS, or TinySC) then you cannot control it via a web browser.
