Don't know about Google Music, but there's an API for Goggle+, and it
has been there for a long time...

"infamous for not allowing anybody access to their new services"? Well,
maybe while the services are still -very- new - like with Google+ in the
beginning because Google introduced a beta-like service which they
really didn't know exactly how should work yet. But generally I would
say Google are famous for -allowing- anybody to access their services
through APIs. And if an API hasn't already been introduced for Google
Music, I'm sure it will be introduced sooner or later.
