Correct, no mobile app to control Touch if using Touch's inbuilt limited server. Can't help you with rescan on power up. I don't use the Touch's server. I know it's a common complaint and I'm not aware of a fix in that configuration. Simplest fix is to leave the Touch and HDD powered up you would not have the issue. It's just a couple of watts in standby. Even if Touch itself stayed powered up, if HDD loses power or is unplugged from Touch then a rescan must occur again.
