quite easy... Just use the 24/7 System that you got as a dns Server tell them the ip xyz has name blablub and everything you dont knew ask 8.8.8.8 (google dns). Set your dhcp server to use your "new" dns server when a new ip is given. Then change on the Systems with static ips the new dns Server.
