chown = change owner .

sudo = substitute user do .

The $USER variable will take the value of the user you are currently
logged in as when you press "ENTER". 

So you changed the owner ship of the dir to whatever user you signed in
as "sudo" , you entered a password .

For some reason the file ownership got bodged and no longer belonged to
oyur user ,hence being not writebale etc .
