This "feels" like it could be a network issue.  Just because the
headphones require PCM - doesn't mean you have to sent audio to Touch in
PCM. 
Sending data as PCM to Touch :
1. Takes up more network bandwidth.
2. Reduces time effectively buffered by Touch 
3. Use more CPU in Touch

Try sending Flac file as "native" to Touch (i.e no transcoding, Touch
decodes to PCM to send to USB)
