Right.  The only time you will need more current on a Touch is if you
tether a USB load on it.  My recollection is that the only reason the
Touch got a more robust factory PSU than the SB3 was to contemplate a
USB-powered drive running on it.

But any 5vdc @ 2A or better supply will work on either if not powering a
bigger USB drive off a Touch.   As I have mentioned elsewhere, the 5v
spec is most convenient, as it is the USB power standard.  So even a
higher power USB charger might work with cabling modifications.

All the wall wart supplies use miniature core transformers and the
cheapest quality caps.  Sitting on the average mains is going to eat
them up.  You can go more robust or quieter in a supply.  You’re paying
for more copper and more (and hopefully better quality) electroyltics. 
The results are in the ears and wallet of the beholder.

Put transient protection before the supply and they all last longer.
