The stack trace provided shows the JIT is on.  Unfortunately, the run
method of DbConnectionBroker is too large to find out what's going on
without a line number.  Also, the version number of Town would be good,
and I don't think the stack dump would help much (since this is
hopefully just a Java code problem).

I haven't had much trouble using Town's db connection broker in prod
system, but I'll take a look at Turbine's as well.
