Now generated/help.h is made by a C file, every build, and I don't have
to treat that file specially during clean or cutting release tarballs,
and no weird python2 version probing. Yay!
Now I'm chipping away at the long-threatened usage: line collation for
dependent help entries, then I can get back to finishing the ifconfig
section of the cleanup page, poking at mount...
