Summary: Add ZeroConf Support

Initial Comment:
ZeroConf support needs to be added to all clients and
servers so that in a LAN enviroment games can
automatically be found.

This requires 3 things:
 * Develop a proposal to be put in the Protocol Document
 * Add support to libtpproto-py
 * Add support to a server

tpserver-cpp now has ZeroConf (via avahi) support.
libtpproto-py can now discover ZeroConf servers (via avahi, pyBonjour or
pyZeroconf)

Needs to be documented in the protocol spec.
