With the release of tpserver-cpp 0.3.0 I thought I should update my future 
plans.

Not done, as per earlier in this thread. Will continue to work in-tree.  But 
out of tree development is possible.

Depends on libtprl progress, but a good amount done already.  Hope to get 
completion back soon (will probably be 0.3.1 release).

Fixed! Finally!  Both tpscheme implementations work when run in tree and when 
installed. And the data goes to $PREFIX/share/tpserver/

The ruleset currently sets up the universe.  For MTSec I might look at setting 
up a complete universe and then not add new planets/systems when a new player 
joins.

Any suggestions are welcome.
