Ok, some general ruleset documentation ideas:

- list all object types
What objects are possible in the universe, what properties do they have?

- for each object type, list possible orders that could be given to it
Only objects which can be "owned" in some way. What can the objects do? How 
are they told? (order parameters)

- What happens at the end of each turn
And in what order? Remember that TP has simultaneous end of turn, like civnet 
and freeciv, not sequential end of turns, like civ. Though with some work you 
could do sequential EoT.


More specifically about your documentation of Risk ruleset, it looks like a 
good start. The size of the project you are proposing is around about what I 
would expect for GSoc. You application looks fairly good as well. You should 
probably have a breakdown of tasks and when you will have them by. Other 
mentors might have other suggestions.
