This config.h is for WinCE only. MinGW Win32 is much better platform and
has much more features. Usually configure script can generate working
config.h in MinGW.

AFAIK boost doesn't work on WinCE. Probably some boost libraries will
compile and work though.

I think you shall use boost and do not think about such marginal
platforms. There is no reason to limit progress just to support
something odd. But i have some thoughts how to resolve this. Please
read my next post.
