Not sure about the technology bit in the first section.  Otherwise
rulesets and the addition of rulesets is a great idea.

Well problem is you are going to get a bike-shed effect if you not
careful here.  Personally I'd follow the open source mantra - "release
early, release often" - and just put what you like up on the wiki.
Followed by a quick email here when you are done.  Then people can edit
if they don't like it.

 * Rulesets 
        - A list of implemented and in development ones
        - The fact TP is a protocol, and rulesets are the main thing
 * Servers
 * Clients
 * All the gooey stuff in the middle.
