The tp04 is still in draft form. It has a number of things yet to be
added such as research. It is unlikely to change drastically and is
probably still pretty usable (most things will just be additions).
It is my understanding that libtpproto-java already has support for
tp04. Jezuch can confirm this. I hope it is generally transparent to the
client developer.
tpserver-cpp supports most of tp04 (which is describe in the protocol
document) but it has not been well tested. The sooner we get people
testing it, the sooner it's likely to be stable.

tp03 support will probably exist until tpclient-pywx (and the rest of
the python clients) move to tp04. When that occurs is anyone's guess,
but it should be pretty transparent from the end-developer's point of
view (well, anyone using libtpclient-py).
tp04 will be totally specified by the protocol.xml document. Having good
documentation generated from the same XML we generate code from is a
very strong goal of tp04. You can see the output on our website (#1) and
we hope tp04 documentation will surpass the tp04 document eventually.
There is a tp04 "discussion" page (#2) which was just used to dump our
thoughts about what should be in tp04.
